Frame Consulting is a small business with a mission to grow community capacity for tackling intersecting, overlapping issues and make the most of available resources through alignment, collaboration, and leadership expansion. Since 2019, we have been involved in community-led efforts to address complex issues such as quality of and access to behavioral health resources, youth engagement, systems of care, drug and alcohol policy and planning, rural industry workforce development needs, and community resilience.

Kate Stuart, Owner and Principal Consultant

Kate Stuart is an entrepreneur and systems change leader with over 15 years of experience and a passion for grassroots change, leadership expansion, and community resilience. She founded Frame Consulting in 2019 and has focused her consulting efforts on creating supportive, strategic infrastructure that catalyzes community wisdom into positive change. Kate is skilled at fostering collaboration across disciplines, values, needs, geographic boundaries, and cultures to identify and act on the right levers for measurable and sustainable social change that is felt at the individual, organizational, and community levels. She has presented about her work at national and international conferences.

Kate calls Phoenix, Arizona her home base after spending the majority of her life in rural communities and is often out, roaming the West. All of the photos featured on this site are scans of film photos taken by Kate during her travels.
